2026 — Solar Power Systems and Energy Resilience

Six Hospitals — More Than 1,380 kW of Capacity

The project covers six healthcare institutions in the Odesa region:

  • CNE “Dobroslav Multidisciplinary Intensive Care Hospital”
  • CNE “Biliaivka Multidisciplinary Hospital”
  • CNE of the Ovidiopol Settlement Council “Ovidiopol Hospital”
  • CNE “Odesa Regional Clinical Medical Center”
  • CNE “Odesa Regional Clinical Center”
  • Medical Rehabilitation Center “Odeskyi”

The total installed capacity of the solar power plants for the six healthcare institutions amounts to 1,380 kW (1.38 MW).

According to the project calculations, they will be able to generate more than 1,680,000 kWh of electricity annually, covering more than 27% of the combined electricity demand of the six healthcare institutions.

These figures demonstrate that the initiative goes far beyond one-time humanitarian assistance.

It is a major infrastructure project designed to deliver a long-term impact.

Solar Power Plant Opened at Major Odesa Hospital:
Boosting Energy Resilience

On June 8, 2026, a solar power plant was inaugurated at the Odesa Regional Clinical Medical Center of the Odesa Regional Council (formerly the “Vodnykiv Hospital”). It is part of a project encompassing three medical facilities in the Odesa region. The initiative aims to strengthen the hospitals’ energy resilience and reduce their reliance on traditional energy sources. The project is being implemented by the Lithuanian engineering company Solet, together with partners in Ukraine, with financial support from Lithuania.

Solar Power Plant for the Odesa Medical Center

On June 8, 2026, a solar power plant was officially opened at the municipal non-profit enterprise “Odesa Regional Clinical Medical Center” of the Odesa Regional Council.

The project is being implemented by the Lithuanian engineering company Solet together with its partners in Ukraine. Its objective is to increase access to renewable electricity and strengthen the energy resilience of healthcare institutions.

Solar Power Plant Inauguration Ceremony

Since the beginning of the full-scale invasion, Ukraine’s energy infrastructure has repeatedly come under attack. This has caused power outages and energy shortages, forcing hospitals and other critical infrastructure facilities to rely frequently on backup generators.

Under these circumstances, an additional source of electricity is expected to help healthcare institutions reduce their dependence on conventional energy sources and improve their energy security.

Project for Three Healthcare Institutions

The opening of the solar power plant at the Odesa Regional Clinical Medical Center is part of a larger project covering three healthcare institutions in the Odesa Region.

These are:

  • the Intensive Care Hospital in Dobroslav;
  • the Odesa Regional Clinical Medical Center;
  • the Odesa Regional Clinical Antitumor Center.

The three facilities will have a combined installed solar power capacity of 514 kW.

According to project calculations, together the solar power plants are expected to generate more than 645,000 kWh of electricity annually. This should cover more than 27% of the combined electricity demand of the three healthcare institutions.

Who Finances and Implements the Project

Implementation of the project began in November 2024.

Funding is provided by Lithuania’s Climate Change Programme, administered by the Environmental Projects Management Agency (APVA) under the Ministry of Environment of Lithuania.

Additional funding was provided by Solet and the project partners. In the Odesa Region, the initiatives are being implemented in close cooperation with the Honorary Consulate of the Republic of Lithuania in Odesa and the Odesa Region.

The project is aimed both at increasing the use of renewable electricity and mitigating the effects of climate change.

Solet has been implementing bilateral development cooperation projects since 2018. The company has carried out such projects in Georgia, Moldova, Armenia, and Nigeria.

During this period, Solet has installed more than 85 solar power plants at schools, kindergartens, hospitals, refugee camps, and other institutions. Since 2022, the company has installed around 20 solar power plants in Ukraine.

During the opening of the latest solar power plant, the Solet team expressed special gratitude to Serhii Afanasiev, Adviser to the Head of the Odesa District Military Administration, for his assistance in implementing the projects.

September 5, 2025

“With the active involvement of the Health and People Foundation in attracting donors, six healthcare institutions in the Odesa Region received modern equipment for the installation of solar panels as part of a large-scale project implemented with the support of the Government of Lithuania through the Charitable Organization “Lithuanian-Ukrainian Charitable Foundation ‘SUPPORT’”.

This is not just about equipment — it is about autonomy, stability, and confidence that hospitals will continue to operate even in emergency situations.

The following healthcare institutions have already received equipment for the installation of solar power systems:

  • Dobroslav Multidisciplinary Intensive Care Hospital
  • Biliaivka Multidisciplinary Hospital
  • Ovidiopol Hospital of the Ovidiopol Settlement Council
  • Odesa Regional Clinical Center “Vodnykiv”
  • Odesa Regional Clinical Antitumor Center of the Odesa Regional Council

2024 — Memorandums and Strategic Partnerships

October 11, 2024

“Today, we signed a Memorandum of Cooperation with the Odesa District Administration.

These are the final steps before launching new projects in the Odesa District. Today, an extremely important Memorandum was signed between the Odesa District Administration and the Charitable Foundation “Health and People.”

This cooperation began several months ago, and the first result of the Memorandum will be the implementation of an energy-efficiency program at one of the healthcare institutions in the Odesa District.

Thanks to international assistance and state budget funding, the healthcare facility will be equipped with modern solar panels, helping it remain energy independent in the event of possible blackouts.

As a result, patients receiving treatment will be able to feel safer and continue to receive uninterrupted medical care.

We are pleased with these results and will continue moving forward together toward Victory.”

Yurii Kruk, Head of the Odesa District Administration, paid a working visit to the Biliaivka, Yasky, and Maiaky communities.

His first stop was the Biliaivka Multidisciplinary Hospital, which is being considered as a cluster hospital within the concept of developing a capable healthcare network in the Odesa Region.

According to Yurii Kruk, the regional and national authorities have set the task of working together with the Regional Department of Health to form an effective network of healthcare institutions in the district. At present, the priority for the Biliaivka community should be the provision of high-quality and timely medical services.

The Biliaivka Hospital is one of the largest hospitals in the region in terms of the number of patients served — approximately 120,000 people. Yurii Kruk emphasized the importance of preparing project and cost-estimate documentation in order to begin comprehensive repair and restoration works at the hospital. He also noted the need to ensure compliance with civil protection requirements and accessibility standards.

Together with Mykhailo Bukhtiiarov, Head of the Community, further economic and legal steps were discussed and agreed upon.

During the visit to the Biliaivka Hospital, Yurii Kruk handed over the first three multifunctional hospital beds for the institution’s needs. The beds had been received by the Odesa District as humanitarian assistance from the Charitable Foundation “Health and People” and the NGO “Family Club 2 in 1.”

The Head of the Odesa District Administration also reviewed the work of general practice and family medicine outpatient clinics in the villages of Yasky, Troitske, and Hradenytsi.

At the Troitske Lyceum, Yurii Kruk inspected the availability and condition of the shelter, which was equipped in accordance with safety requirements.

In the Maiaky community, he visited an Immunization Center, where activities dedicated to Immunization Week were taking place.

Together with Viktor Diachenko, Head of the Community, further plans were discussed to attract young professionals, including graduates of medical universities and colleges, to work in the Maiaky community by offering them not only employment with decent salaries, but also housing for young specialists.
