Humanitarian Assistance
During the First Months of the War
In the spring of 2022, one of the Foundation’s main areas of activity was the organization and distribution of humanitarian aid.
The Foundation’s team, together with volunteers, received, unloaded, sorted, and distributed food, clothing, hygiene products, and other essential items to people and institutions in greatest need.
Serhii Afanasiev, Director and Founder of the Charitable Foundation “Health and People,” personally took part in this work alongside volunteers.
During the spring of 2022, the Foundation also organized the delivery of food packages and other humanitarian assistance directly to beneficiaries.
Support for Healthcare and Social Institutions
Over time, the Foundation expanded its activities to provide targeted assistance to specific healthcare and social institutions.
In October 2022, the Charitable Foundation “Health and People” donated a clothes dryer to the Odesa Regional Eye Hospital for War Veterans, helping improve everyday conditions for patients.
With the support of its partner Nova Ukraine, humanitarian assistance was delivered to Odesa Special School No. 91 for Deaf Children.
The Foundation also supported the Odesa Children’s Residential Institution, providing clothing and hygiene kits.
Healthcare Projects
Preventive healthcare has also become an important area of the Foundation’s activities.
In cooperation with the Odesa Regional Consultative and Diagnostic Center, mammography examinations were organized for female employees of a children’s residential institution.
The administration of the institution formally expressed its gratitude to the Foundation for organizing this diagnostic support.
The Foundation also provided assistance to Ukrainian servicemen receiving treatment in hospitals by supplying essential items and everyday necessities.
Partnership and Cooperation
An important feature of the Charitable Foundation “Health and People” is its cooperation with other charitable organizations, volunteers, local authorities, communities, and international partners.
Such partnerships enabled the Foundation to move from individual humanitarian initiatives toward larger and longer-term projects.
In October 2024, the Foundation signed a Memorandum of Cooperation with the Odesa District Administration.
This was followed by cooperation agreements with territorial communities, including the Teplodar Urban Territorial Community and the Dobroslav Settlement Council.
One of the main objectives of this cooperation has been to attract international technical assistance, grant funding, and other resources for projects aimed at strengthening critical infrastructure.
From Humanitarian Assistance to Energy Independence
One of the Foundation’s most important areas of development has become renewable energy and the energy security of healthcare institutions.
Since the beginning of the full-scale war, Ukraine’s energy infrastructure has repeatedly been subjected to attacks. Healthcare institutions have therefore become increasingly dependent on reliable and alternative sources of electricity.
For this reason, the installation of solar power plants is not merely an environmental or energy-saving initiative. It directly contributes to the continuity of hospital operations, patient safety, and the resilience of medical services.

Solar Power Plant for the Odesa Regional
Clinical Medical Center
One of the most significant results of this work was the opening on 8 June 2026 of a solar power plant at the Odesa Regional Clinical Medical Center of the Odesa Regional Council, formerly known as the Water Transport Workers’ Hospital.
The project is being implemented by the Lithuanian engineering company Solet, together with its partners in Ukraine and with financial support from Lithuania.
Its main objective is to expand the use of renewable electricity and increase the energy resilience of healthcare institutions in the Odesa Region.
Six Hospitals — More Than 1,380 kW of Capacity
The project covers six healthcare institutions in the Odesa region:
- CNE “Dobroslav Multidisciplinary Intensive Care Hospital”
- CNE “Biliaivka Multidisciplinary Hospital”
- CNE of the Ovidiopol Settlement Council “Ovidiopol Hospital”
- CNE “Odesa Regional Clinical Medical Center”
- CNE “Odesa Regional Clinical Center”
- Medical Rehabilitation Center “Odeskyi”
The total installed capacity of the solar power plants for the six healthcare institutions amounts to 1,380 kW (1.38 MW).
According to the project calculations, they will be able to generate more than 1,680,000 kWh of electricity annually, covering more than 27% of the combined electricity demand of the six healthcare institutions.
These figures demonstrate that the initiative goes far beyond one-time humanitarian assistance.
It is a major infrastructure project designed to deliver a long-term impact.
International Support
Implementation of the project began in November 2024.
Funding is provided through Lithuania’s Climate Change Programme, administered by the Environmental Projects Management Agency APVA under the Ministry of Environment of the Republic of Lithuania.
Additional financing has been provided by Solet and project partners.
In the Odesa Region, the programme is being implemented in cooperation with the Honorary Consulate of the Republic of Lithuania in Odesa and the Odesa Region.
The project combines several important areas:
- international humanitarian and technical cooperation;
- development of renewable energy;
- strengthening the resilience of Ukrainian healthcare;
- reducing healthcare institutions’ dependence on conventional electricity supplies.
The Role of Serhii Afanasiev
An important part of the history of the Charitable Foundation “Health and People” is the role played by Serhii Afanasiev, Founder of the Foundation, in developing partnerships and supporting the implementation of major projects.
During the official opening of the solar power plant, representatives of Solet specifically expressed their appreciation to Serhii Afanasiev for his contribution to project implementation.
Serhii Afanasiev was also identified as an Advisor to the Head of the Odesa District Administration and participated in the official opening ceremony.
This reflects a clear evolution in the Foundation’s work: from personally unloading and distributing humanitarian aid in 2022 to supporting the implementation of international infrastructure projects for healthcare institutions in the region.
Experience of the Lithuanian Partner
Solet has been implementing international solar energy development projects since 2018.
During this period, the company has installed more than 85 solar power plants in schools, hospitals, kindergartens, refugee camps, and other social institutions in different countries.
Since 2022, approximately 20 solar power plants have been installed in Ukraine.
From Helping Individuals to Strengthening
the Entire System
The history of the Charitable Foundation “Health and People” demonstrates how charitable work can evolve under extraordinary circumstances.
In 2022, the Foundation’s activities focused on humanitarian aid, food packages, clothing, medical support, and direct assistance to individuals and institutions.
Over time, this work developed into partnerships with hospitals, social institutions, territorial communities, public authorities, and international organizations.
Today, the Foundation is involved in projects capable of providing healthcare institutions with their own renewable electricity for many years.
This represents a transition:
from humanitarian aid to development;
from crisis response to resilience;
from one-time charitable action to long-term systemic impact.
Such cooperation between charitable organizations, communities, public institutions, and international partners can play an important role in Ukraine’s recovery and sustainable development.
Open to Cooperation
The Charitable Foundation “Health and People” is open to cooperation with Ukrainian and international charities, foundations, donors, communities, healthcare and social institutions, and other partners.
We are interested in healthcare partnerships that support patients and vulnerable groups, equip healthcare facilities, strengthen medical infrastructure, develop international humanitarian programs, and improve the continuity of healthcare services.
